I would like to respond to a review of the book. It is true that I did some research in Singapore and Thailand in 1995, and also spent much time trawling through published reference material. But the bulk of the book stems from my visit to Vietnam in April-May 1996, as indicated in various footnotes for the interviews quoted and much of the research data. My UK publisher had the ms in hand by late June of that year, but at the request of his US co-publisher St Martin's Press, sat on the work...

L'évolution de l'économie vietnamienne depuis 1989 peut s'analyser autour de trois concepts : transition, stratégie asiatique de croissance, ouverture internationale. La transition au Vietnam associe le maintien d'un régime communiste à l'application de méthodes de marché, qui ont spectaculairement amélioré la performance économique dans un premier temps. La détérioration depuis 1997 des résultats doit être attribuée moins à l'impact de la crise financière asiatique qu'à l'inachèvement de la réforme et aux résistances politiques empêchant la transformation du secteur d'Etat. Stratégies asiatiques : comme les pays de la région, le Vietnam a fondé le développement industriel sur une agriculture en croissance, il a utilisé des politiques (industrielle et régionale) dirigistes. Il a modernisé son système bancaire et financier. Mais il n'a pu s'affranchir des menaces qui pèsent aujourd'hui sur le " mode asiatique de développement ". Ouverture : le Vietnam, pays longtemps fermé en raison de la guerre et de l'autarcie propre au système socialiste, s'est ouvert à l'économie mondiale. Mais le recours aux financements extérieurs (soutien d'organisations internationales, investissements étrangers) est devenu plus critique, en raison de la crise mais aussi des réticences causées par l'enlisement de la réforme. Le Vietnam parviendra-t-il à dépasser les rigidités de son système ? Le changement du régime politique communiste tel qu'il fonctionne concrètement apparaît de plus en plus comme le préalable à toute progression économique.
